Ghana Anti-Corruption Coalition (GACC) seeks a Consultant to design and conduct a stakeholder mapping exercise on key institutions and individuals that will enhance the lobbying and advocacy strategy for effective implementation of the Whistleblower Act 720 (2006). The consultant is expected to develop a mapping tool that provides a better understanding of the various institutions, groups and individuals that will support the effective implementation of the Act. The stakeholder mapping exercise therefore is expected to identify key institutions and individuals throughout Ghana with a particular focus on their influence, role, potential contribution and responsibilities in relation to the effective the implementation of the Act.
PROJECT DESCRIPTION
The project funded by the Open Society Initiative for West Africa (OSIWA) seeks to mobilize grassroot level participation for effective implementation of anti-corruption laws: a focus on the Whistleblower Law 2006 (Act 720). The overall goal of the project is to promote the effective utilization of the basic anti-corruption laws especially the whistleblower Act 720 (2006) for increased accountability and transparency at the local level.
The project is expected to equip and enhance the capacity of mandated institutions receiving whistle blowing and other key stakeholders as well as engage policy makers by influencing input into the whistle blower Act Amendment process.
The stakeholder analysis is expected to initiate the project implementation by depicting the influence, roles and potential contributions and responsibility of key institutions and individuals mandated to receive whistle blowing to guide the effective project implementation for targeted impact.
RATIONALE
As part of the project implementation strategy, GACC seeks to identify key institutions, groups and individuals who play significant roles in the effective implementation of the Act. These identified stakeholders will play a key role in the project implementation through assigned roles within the lobbying and advocacy strategy. These actors are expected to support the renewed effort for enhanced local level mobilization towards capacity building, information sharing and lobbying for the amendment of the Act.
THE CONSULTANT
The Consultant(s) will be qualified and possess the relevant experience in stakeholder analyses, and the development of lobbying and advocacy strategies. He or she must also have an in dept knowledge and understanding of the whistle blower Act.
OBJECTIVE
The consultant is expected to provide a stakeholder mapping, and lobbying and advocacy strategy to ensure the effective implementation of the Act through partnership building highlighting the following:
WHO:
- Identify key institutions and individuals: Key and relevant to engage in addressing the effective implementation of the whistleblower Act.
WHERE:
- Their location and levels of operation - Local/Regional/National
- Their greatest impact at the (above) levels
WHAT:
- Their activities or track record in relation to the whistleblower Act implementation
- Their capacities in relation to their expected and potential role
HOW:
- Their potential impact (negative or positive) in relation to the effective implementation of the Act
- Their strategic influence (negative or positive) on the effective implementation of the Act
WORK PLAN
The Consultant will prepare a work plan for approval by GACC. The work plan will provide details of the analysis by addressing the following:
⢠Evaluation design, methodology and detailed work plan
⢠Desk review
⢠Field visits, interviews, consultations
⢠Submission of draft evaluation report prior to debriefing
⢠Debriefing to management
⢠Submission of the final evaluation report
DELIVERABLES
a) Submission of the following for review by GACC :
i. Draft Stakeholder Analyses Report,
ii. Draft stakeholder Map, and
iii. Draft lobbying and advocacy strategy.
b) Power point presentation to GACC;
c) Final Report: Within One Week of receiving GACCâs comments on the drafts, the consultant will submit electronic copies of a final report to include an executive summary, a stakeholder mapping and a lobbying and advocacy strategy to GACC.
TIME AND DURATION
